WS 2013 is just around the corner. Have you started making those New

Years’ resolutions? For me, it is to stay healthy and hopefully start that tness program that I have been putting off for months thinking that life would be less busy. Speaking of busy, your Department on Aging has been busy. The Master Aging Plan’s Year I Implementation Plan was approved and we are well on our way to accomplishing many of our goals. We have a new Capstone Team from the UNC School of Public Health – Health Behavior Program working on developing an improved and expanded communication plan for the department. By the time you read this, Election Day will have passed and we will have results from a communications survey that was offered at 14 polling sites. We are trying to identify the best ways to communicate with persons age 50+ in our county. Another major

accomplishment for us is our developing work and programs targeted at the Chinese community that uses the Seymour Center daily. We have identi ed translators and are

working to expand our volunteer program that works speci cally with this population. For more information on our Year One MAP Implementation please visit our website at www.orangecountync.gov/aging

I would like to say congratulations to our 2011-12 UNC School of Public Health Capstone Team. They were recently honored at the NC Planning Association’s Annual Conference in Wilmington, NC. They received the 2012 Marvin Collins Outstanding Planning Award for a Graduate Student Project. Thank you Phoebe Goldberg, Laura Major, Marcia Perritt, Hannah Prentice-Dunn and Rebecca Woodruff.

I would again like to say thank you to the community for continuing to be a part of the Master Aging Plan and helping us work toward reaching all of our goals. This is a community plan and we encourage you to stay involved. You should know that recently I, along with Mary Fraser, our Aging Transitions Administrator, and a representative from the NC Division on Aging and Adult Services were invited to Washington, DC to share our Master Aging Planning process with individuals representing the French government. They, too, are experiencing a tremendous growth in their older adult population and are looking at model programs across the globe. We were honored to have the opportunity to share with them our programs and services and to learn about what they are doing.

Happy New Year to each of you! As always, I love hearing from you as we work toward making Orange County the ideal community to age well.

Sincerely, Janice TylerDirector, Orange County Department on Aging,

Tax Relief for Seniors and/or Disabled AdultsDid you know some people may qualify to get

help paying for their primary residence’s real estate taxes in NC? People age 65 +, and those who are permanently disabled (per a physician), and whose income was below $27,100 last year may be eligible to exclude the first $25,000 of their home’s assessed value, or 50 % of its value if that is greater. For instance, if your house is assessed at $100,000, 50% would be excluded (since that’s greater than $25,000) and you would pay taxes on an assessed value of only $50,000. If your income was greater than $27,100, but less than $40,650, you may qualify for the Circuit Breaker Tax Deferment Program. Neither program counts assets. The Disabled Veterans Exclusion allows Veterans who are disabled and had an Honorable Discharge to exclude up to $45,000 of an appraised value of their permanent residence. If you’d like more information on any of these programs, contact the Orange County Tax Assessor’s Office at 919-245-2100, or go to www.orangecountync.gov/assessor/prop. You may also call the Aging Transition Helpline at 919-968-2087 to make an appointment with a social worker to get help completing an application. In the unusual case that an application is denied, there is an appeal process.

Are You a Caregiver

Running on Empty?

Are you an unpaid care-giver who needs a break from your caregiving re-sponsibilities? If so, you may want to take advantage of the Orange County De-partment on Aging’s Care-givers Day Out program. It gives caregivers a chance to take a break while their loved ones socialize and participate in group activi-ties and exercises. Care-givers Day Out is limited to 10 participants. The pro-gram is free for qualifying participants and is held on Wednesdays, from 11 am to 4 pm, at the Robert and Pearl Seymour Center in Chapel Hill. If you are interested in being considered for partici-pation, or would like more information, please con-tact the Program Manager, Carolyn B Jefferson, RN, BSN at 919-929-1742.

Transportation in Orange County

Triangle Transit operates regional bus and shuttle service, Para transit services, ride matching, vanpools, provides commuter resources, and an emergency ride home program for the Raleigh-Durham-Chapel Hill area. Our mission is to improve our region’s quality of life by connecting people and places with reliable, safe, and easy-to-use travel choices that reduce congestion and energy use, save money, and promote sustainability, healthier lifestyles, and a more environmentally responsible community.

Please meet the Outreach Coordinator on Jan 9 at 10:30 at the Seymour Center and Jan 10 at Central Orange Senior Center.

Need Help with Medicare Part D Prescriptions?

Medicare beneficiaries, with limited incomes and resources, may be eligible for the federal Extra Help Low Income Subsidy (LIS) program. This program can increase people’s cost savings by paying for all or part of the Medicare Part D Prescription drug plan’s monthly premiums, annual deductibles and provide lower prescription co-payments. To qualify for Extra Help, the monthly income must be limited to $1,396.25 for an individual ($1,891.25 for a married couple living together). Additionally, the total resources must be limited to $13,070 for an individual ($26,120 for a married couple living together). Resources do not include a primary residence or a vehicle. If you or someone you know may qualify for the Extra Help program, please encourage them to apply on-line at www.socialsecurity.gov, or call the Aging Transitions line at 919-968.2087 for assistance with completing the on-line application form or to request a paper application - which may be done throughout the year.

Transportation Shuttle for Older Adults

Did you know that there is an In-Town Route around the Hillsborough Area? It connects the Triangle Transit’s 420 bus route to Chapel Hill at Durham Tech’s Orange campus. This fare-free project is a joint effort between the Town of Hillsborough and Orange County, and is supported by a three year grant from the NC Department of Transportation’s Congestion Mitigation and Air Quality Program. The continuation of the service after three years will depend on how many people use it. For more information about this, or other routes and services, contact Orange Public Transportation (OPT) at 919-245-2008. A schedule for the In-Town Route is available from the Central Orange Senior Center’s front desk.

Did you also know that Chapel Hill Transit has a Senior Shuttle available to people age 50+? This free service provides transportation to and from six stops Monday – Friday. It includes three senior housing apartments, two grocery stores and the Seymour Center. They are: Carolina Spring, Stratford/Covenant Place and Manley Estates; Harris Teeter at University Mall and Food Lion in Carrboro. All the shuttles are wheel chair accessible, and provide curb-to-curb service. Riders may bring up to four bags on-board. There are no reservations. The shuttle does not operate on Chapel Hill Transit’s holidays and weekends. This project is funded by a federal transportation grant designed to help meet the needs of older adults and persons with disabilities. For questions, call EZ rider at 919-969-4919. A schedule is available at the Seymour Center’s front desk.

The Senior Wellness Clinic at The Central Orange Senior Center

Clinic’s Purpose:

The purpose of this multidisciplinary clinic is to enable seniors to live independently in the community by focusing screening and treatment on mood, memory, mobility, and falls prevention. By early identification of risk factors we hope to prevent the negative consequences of falls and disability.

What will a visit to the clinic include?

◆ Clients can expect to spend 1-2 hours visiting with the team of specialists-physician, occupational therapist, pharmacist, physical therapist, and social worker.

◆ We work together to create individual recommendations for medical care, exercise, or environmental risks. Also, we might suggest further testing and/or individual and family counseling.

◆ We will make a follow-up call within 60 days regarding on our recommendations. ◆ The team’s findings will be shared with the client’s primary care doctor.

What if a person already has a doctor? Our team will not replace a person’s regular doctor. We support the care of primary physicians by offering this specialty screening clinic and maintaining open lines of communication with your doctor.

How do I make an appointment? The clinic is held Thursdays at 8:15 am to 12 noon at the Seymour Center on 2551 Homestead Road in Chapel Hill, NC and the 2nd Thursday of the month at Central Orange Senior Center, 103 Meadowland Drive in HIllsborough, same times. Please call Yvette Hall at the UNC Center for Aging and Health at 919-843-4096 to schedule an appointment. Please, do not call the Centers to schedule appointments.

RECYCLING DURABLE MEDICAL EQUIPMENT

Did you know that the Aging Transitions team recycles gently used durable medical equipment (DME)? We accept donations of DME that is in good condition, and distribute it to seniors in Orange County who need it temporarily. DME is any equipment that has been prescribed for a health-related reason and is designed to improve the function and/or safety of the user. It includes: walkers, raised commode seats, shower chairs, tub seats and wheelchairs. We always welcome DME that can be used by seniors, but we are in particular need of raised toilet seats, wheelchairs and 4-wheeled walkers (sometimes called rollators). At this time, we do NOT need bedside commodes or standard (non-rolling) walkers. IF YOU HAVE SOMETHING TO DONATE, bring it to either senior center and leave it at the front desk. Please leave your name and contact information if you would like a receipt for your income taxes. IF YOU NEED A PIECE OF EQUIPMENT, please call the Aging Helpline at 919-968-2087.

Winter Driving Tips from Aging Transitions’ Occupational Therapist:

Jenny Womack, MA, MS OTR/L.

Winter sometimes presents driving challenges. Instead of heavy snows, we often face icy roads and strong glare from winter’s afternoon sun. It is best not to drive in this type of weather at all. However, if you must drive, experts from the American Occupational Therapy Association, the AAA Foundation for Traffi c Safety and the AARP recommend the following winter driving safety tips for all drivers:

INCREASE DISTANCE FROM THE CAR IN FRONT OF YOU: When there is a threat of bad weather (including rain), increase your following distance by at least an additional car-length. For example, if you use the rule of thumb that at 60 mph you should have your car 6 car-lengths behind the vehicle in front of you, use 7 car-lengths in bad weather.

MAXIMIZE YOUR VISIBILITY IN WINTER GLARE: Invest in a good pair of UV-blocking sunglasses and make sure that you keep your windshields and mirrors clean. The combination of glare, dirty streaks and clouded mirrors can magnify visibility problems.

DECREASE SPEED when precipitation begins and temperatures drop.

TURN YOUR WHEELS INTO THE DIRECTION OF A SKID: If your car begins to skid due to winter road conditions, take your foot off the gas pedal and if you skid, turn your steering wheel into its direction. Do not slam on your brakes!

PLAN AHEAD FOR THE UNEXPECTED: Keep a bag of items that will help protect you from the elements in the event that you break down on the road. They include:

• A blanket or sleeping bag • Flashlight • Bottle or jug of water • Non-perishable snacks • Extra batteries • A “Please Call for Help” sign

• Tissues or paper towels • Dose of essential medications

BE SURE THAT YOUR CELL PHONE IS FULLY CHARGED BEFORE LEAVING HOME & TAKE IT ALONG

(Remember: Even if you don’t have cell phone service, it can still call 911)

NOTE: IF THERE IS A BAD STORM, SPECIAL SHELTERS FOR SENIORS WILL BE OPENED

Behavioral Activation: Getting your spark back!

Mary Lynn Piven, PhD, RN – Department on Aging Mental Health Consultant

We commonly joke (and complain) about the process of aging. But it‘s no joking matter when our lives begin to feel less rewarding and we fi nd ourselves feeling disconnected from others. As human beings, it is critical to feel our existence is meaningful. If we don’t, we may be prone to feelings of sadness and even low mood. When feeling sad, some of us pull away from the world, drop our routines and often drop our meaningful activities. The problem with pulling way is that doing so can increase the risk of depression.

Supported by research, Behavioral Activation (BA) is a collaborative approach that helps improve mood by DOING. Often we fi nd ourselves waiting to feel better, rather than activating to feel better. Behavioral Activation (BA) is not just about doing more; it is about participating in purposeful activities that make us feel good, give us pleasure or a sense of accomplishment.

My role in working with clients is to often act as a coach or consultant to their process of change. I ask questions like: “What is maintaining feelings of low mood?” “What is getting in the way of engaging in and enjoying life?” “What are ways that you would like to change your behavior?” “What is the most important behavior you want to change?” I work with the individual to identify what activity would be most helpful and then what small and manageable steps can be taken to get started. Very often clients fi nd they have given up many valued and meaningful hobbies, activities and sometimes simple accommodations. Patience and persistence can pay off in better mood and feelings of accomplishment.

So if you are feeling you have lost your spark, ask yourself: Am I waiting to feel better? What can I do to help myself feel better? Are there fun or meaningful activities that I used to enjoy but have given up? It may be as simple as writing to an old friend or pulling out those knitting needles. Don’t wait to feel better, don’t hesitate to ACTIVATE!

If you want to learn more about Behavioral Activation, contact Mary Lynn Piven at: [emailprotected] or make an appointment to see her at the Seymour Center by calling 919-968-2087.

Are You Eligible for the Special Needs Registry to Get Help in an Emergency? Are you concerned about where to go if the power goes out for several days, or

if there were damage to your home? If you worry about these things - don’t wait until the last minute to get help. You may be eligible for the Special Needs Registry. People on the list will be contacted in the event of an emergency, and if needed, helped to get to a special needs shelter.

Call the Aging Transitions Help Line at 919-968-2087 - or come to the Seymour Center or the Central Orange Senior Center for more information, and to fi nd out if you’re eligible to get on the Special Needs Registry. Be Smart – Don’t be Left Unprepared!

“Sculpture Visions is an outdoor art exhibit featur-ing a variety of styles, themes and media. These art-works create a sense of beauty, place and uniqueness that are a part of the shared experience for Chapel Hill’s residents and visitors. Sculpture Visions 2012-2013 will be on display at venues around Chapel Hill from Octo-ber of 2012 to June of 2013.”

Artist Claudia Jane Klein resides in Lake Worth, Florida. Here are her thoughts about Shanti, the piece outside the Seymour Center (aluminum, epoxy pow-der coated, Marine Urethane, with silver metal flake, 10’ tall x 6’ wide x 4’ deep):

“All my sculptures are a manifestation of my entire existence. The focus of much of my work is spiritual, mental, and physical evolution. Shanti is a part of a group of sculptures emulating human striving for a different plane of ex-istence as achieved through the disci-plines of yoga, dance, meditation and sports. Through the power of individual relent-less effort, focus and attention, peace and harmony can momen-tarily actualize, con-taining, calming and balancing

An indoor piece was recently in-stalled in the Sey-mour Center called Our Stories, In Fo-cus, by Leah Sobsey and Lynn Bregman Blass. In the spring of 2009 members of the Chapel Hill, Car-rboro and the UNC communities were invited to share per-sonal stories and family mementos as part of the 2009 Community Art and History Project. Par-ticipants were asked to look more closely at their personal and community histories by considering these questions: “What brought you or your family to this place?” And, “What is the legacy you want to leave in your community?” Participants brought pieces of their history (photos, letters, etc) to community workshops held at the Hargraves Community Center, UNC's Stu-dent Union, University Mall, and the Carrboro Century Center where local artists Leah Sobsey and Lynn Breg-man Blass scanned and photographed their memen-tos. Other participants emailed images of their me-mentos. The artists then created a community portrait out of these collected images through acetate transfer and encaustic processes. Look for it hanging by the balcony rail next to the Seymour Center’s upstairs hall.

“ONE STOP SHOPPING”Social workers at both the

Seymour Center and Central Orange Senior Center can help seniors, and disabled people, apply for a variety of financial aid services - such as SNAP (Supplemental Nutrition As-sistance Program - formerly Food Stamps), Energy Assis-tance, and Medicaid – and per-haps a free cell phone. They can also help people complete an application to reduce their Orange County real estate taxes. Our Aging Transition social workers are able to dis-cuss your questions and con-cerns about these programs in a confidential setting, and to complete the required pa-per work. Now, you no longer have to go to the Department of Social Services (DSS). This is called, “One-Stop Shop-ping”. You go to the senior centers for programs, meals, exercises, classes, fellowship, trips, etc – and you can apply for special assistance, too! Call the Aging Transitions Help Line at 919-968-2087, Mon - Fri, 9 am – 4 pm to make an ap-pointment to find out if you may qualify for any of these programs.

LEGAL SERVICESLegal Aid of North Carolina, Inc is a non-profit, federally funded organization that provides free legal assistance, advice, and representation to low-income individuals and senior citizens on a variety of non-criminal legal issues. Falls Free – You Want to Be!

Did you know falls are the leading cause of injury deaths among adults age 65+? One in three of these adults falls every year. It is estimated that approximately 17% of older North Carolinians fell in the past three months –and one-third resulted in an injury (some with seri-ous results).

The good news is that most falls are preventable. Recommendations for preventing falls include: exercising regularly for leg strength, have your medications reviewed, have your vi-sion checked annually, reduce hazards in your home that can lead to falls, and have a balance screening.

FREE Balance Screening is provided as part of the FREE Physical Function Screens at the Central Orange Senior Center, 919-245-2015, and the Seymour Center, 919-968-2070. Call the Center nearest you for an appointment or call the Aging Information Helpline at 919-968-2087 for a free in-home consultation with our occupational therapist.

You could be standing next to her and not know that this slight woman is really a modern day super hero. She would never call herself that, but in my book she is truly bigger than life. At least her heart is! Ruth Zalph found Orange County RSVP 55+ Volunteer Program in 2010, but volunteering had already been her passion for over 20 years.

Born and raised in Brooklyn, NY, Ruth studied elementary education in college which explains why she was drawn to volunteering as an RSVP Senior Education Corps Reading Partner in the Chapel Hill-Carrboro Schools. While attending this fall’s RSVP-SEC Information Session, Ruth decided to move things up a notch and applied to volunteer as a Blue Ribbon Mentor so she will be able to work with a greater focus on one child (www.blueribbonmentors.org).

Ruth’s husband passed away in 1986, and she decided there was more to life than sitting around feeling sorrowful. “Life was good for me,” Ruth explained, “and it was time to give back. Volunteering became my outlet to make a difference in the world. “

Ruth’s ongoing volunteer service career began in 1987 with a Florida branch of Habitat for Humanity. She worked alongside Jimmy and Rosalyn Carter as well as future homeowners who had to put in 200 hours of sweat equity. Ruth has hammered nails, provided financial counseling; and while in India, she carried bricks on a board on her head, and learned to measure wood with a folded banana leaf instead of a tape measure. After building worldwide (Mexico - Papua New Guinea – India), in 1994 she moved

near her family in Raleigh where she worked on a “Woman’s Build” Habitat house and also on a house in Chapel Hill.

When Hurricane Floyd struck eastern NC in 1999, Ruth joined her church to demolish homes that were no longer structurally sound, although the transition from creating to demolishing was difficult. Ruth finally settled down in Carol Woods Retirement Community in Chapel Hill. Did I say that? She lives there but is anything but settled down!

Ruth continues to travel as an advocate for world peace and more locally sings with the “Raging Grannies” (satirical musical groups known as “gaggles” across the US and Canada). Their

songs speak to the issues of today (violence, rate hikes, pollution, nuclear dangers, etc). Ruth also volunteers for several theaters including the ArtsCenter and visits the Orange County Correctional Center (trained by the OC Literacy Council, she will soon tutor reading at the prison). Believe it or not, I could go on - her adventures and commitments would fill a book!

We are excited to have our very own “Raging Grannie” volunteering with the RSVP Senior Education Corps. Ruth explains, “I taught school so this fits my background; I love it when the children laugh and smile.”

Supplies: Students will need to pur-chase, and bring to class, a USB Flash drive with a GB of free space.

Curriculum: In 3 monthly sessions, courses range from basics to more advanced topics and are tailored to seniors age 50 and above.

Schedule: Full courses run 12-16 hours, with 2 two-hour classes a week for 3-4 weeks. Workshops vary. See the table that follows. Instruction: Classes enroll 9 stu-dents, each with a computer and a comprehensive student guide. Ex-perienced teachers, one for every 3 students, provide generous indi-vidual attention. You should plan to practice on a computer at home, about 1 hour for each hour in class.

Classes for the Vision Impaired: The Seymour Technology Center is pleased to announce that it will be offering courses tailored to individ-uals with vision impairments that range from moderate to severe. In particular, we plan to offer the Com-puter Fundamentals course utiliz-ing the screen reading program JAWS, enabling full use of the PC without reliance upon a mouse or a monitor.

Beyond the PC, mobile technol-ogy is also becoming accessible to those with limited or no sight. Both the IPad and the Iphone have audi-tory capabilities making much of their capability usable via speech and hearing (for example, the send-ing and receiving of email).

If you, or anyone whom you know, are interested, please contact Tim Miles at 919-969–3032 (x228), or [emailprotected] for further information.
